This role involves coordinating programmatic activities, collecting and analyzing M&E data, and preparing reports for donors and stakeholders. The associate will also conduct field visits, develop M&E tools, and ensure compliance with IOM and donor standards. Strong interpersonal skills and the ability to work independently are essential for this position. Candidate Requirements: Bachelor's degree in relevant field or High School diploma with experience Experience in project development, monitoring, reporting, and evaluation Strong reporting, writing, and research skills Good computer skills including MS Office and statistical analysis software Knowledge of UN cooperation frameworks and donor programming requirements Fluency in English required Job Description The Global Assisted Voluntary Return (AVR) program aims to provide assisted voluntary return (AVR) to migrants in the United States, receiving countries, and the Western Hemisphere, ensuring that returns are safe, dignified, and based on the migrants' free , prior, and informed consent. Additionally, the program offers independent, needs-based post-arrival assistance at the request of countries of origin or receiving countries, always with the explicit consent of the migrants. Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Migration Health Officer and other units, the incumbent will be based in Monrovia, Liberia and will be responsible and accountable for the monitoring and evaluation of activities implemented by IOM Liberia Country Office (CO). Responsibilities 1. Coordinate the monthly planning of the office's programmatic activities to produce a structured calendar for the Coutry Office (CO). 2. Assist in the monitoring of project activities, in accordance with the overall Monitoring and Evaluation (M&E) framework for the Global Assisted Voluntary Return (AVR) Programme. 3. Collect, summarise, analyse, and present M&E information/data, including from Migration Management Operational Software Application (MiMOSA), on specific project topics in accordance with IOM and donor standards and requirements to generate evidence-based findings that inform programme and donor decision-making. 4. Monitor performance indicators against project implementation plans and disseminate M&E findings to IOM teams to strengthen data-driven programme adjustments. 5. Compile and prepare information and data for donor reports and strategic programme documents in coordination with the CoM w/Coord Functions and other relevant units within Liberia CO, enabling accurate and timely reporting internally and externally. 6. Conduct field monitoring visits based on needs identified by the CoM w/Coord Functions and provide information that guides corrective action. 7. Assist the CoM w/Coord Functions in developing new M&E tools, as appropriate, in close coordination with the Monitoring and Evaluation and Information Management Units in Dakar to enhance the CO's M&E methodology. 8. Act as focal point for the administrative coordination and implementation of M&E project activities, involving liaison with diverse organisational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc. 9. Prepare interim and final Monitoring, Evaluation, Accountability, and Learning (MEAL) reports, systematically incorporating disaggregated data by age, gender, and vulnerability and identify delivery gaps, bringing them to the attention of the supervisor, and recommend corrective actions. 10. Organise surveys and assessments measuring satisfaction and impact among migrants and host communities to obtain data that informs programme responsiveness. 11. Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation. 12. Contribute to the drafting and consolidation of periodic narrative reports (quarterly and annual) and donor reports to translate programme data into coherent progress narratives. 13. Respond to complex information requests and inquiries; set up and maintain files/records; organise meetings, workshops and training sessions. 14. Participate in meetings and conferences; coordinate implementation activities with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organisations, donors and other stakeholders relevant to the project to sustain the external relationships that facilitate programme delivery. 15. Provides guidance/training to new/junior staff. 16. Perform such other relevant duties as may be assigned. Qualifications EDUCATION • Bachelor's degree in Economics, Monitoring and Evaluation Sciences, Statistics, Administration, Political Science, Social Science, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with four years of relevant professional experience; or, • High School diploma with six years of relevant professional experience. EXPERIENCE • Experience in project development, monitoring, reporting and evaluation; • Experience in applying monitoring and evaluation methodologies and tools; • Experience in supporting the organisation of consultations, workshops and seminars with stakeholders; and, • Experience with assisted voluntary return and reintegration programs is preferred.
