The role involves designing a tailored capacity-building program, developing a competency-based modular curriculum, and implementing a monitoring and evaluation framework. The consultant will collaborate with various stakeholders and produce comprehensive reports consolidating findings and recommendations. This position requires deployment to Liberia for a mission of 22 days. Work Location Monrovia Expected duration 02/11/26 - 14/12/26 Duties and Responsibilities As the Government of Liberia is determined to strengthen the national framework for accountability for past and present corruption-related offences, the Liberian Anti-Corruption Commission (LACC) is aiming at strengthening the capacity of its investigators and prosecutors to investigate and prosecute corruption-related offences using a human rights-based approach. The capacity-building program should ultimately build the capacity of the LACC's investigators and prosecutors to effectively prevent, detect, investigate, and prosecute complex corruption-related offences; strengthen asset declaration, verification, and compliance processes; and enhance asset tracing, recovery, confiscation, and management, in accordance with Liberian law, applicable international standards, and a human rights-based approach. Under the supervision of OHCHR Country Representative with support from the Chair of the LACC, the International Consultant shall design and develop a comprehensive tailored capacity-building program, including an implementation plan for its operationalization, by undertaking the following tasks: - Produce an inception report that: i) documents the key findings from initial consultations with the LACC, Ministry of Justice, OWECC-L, the Liberia National Police, the Witness Protection Agency, the James AA Pierre Judicial Institute, the Supreme Court, CSOs, and other relevant stakeholders; ii) reviews relevant legal and policy frameworks, as well as previous assessments and reports related to Liberia's accountability and justice sectors; iii) maps relevant existing national, regional, and international capacity-building initiatives, training resources, and institutional partners; and iv) presents a detailed methodology for the development of a tailored capacity-building program for the investigators and prosecutors of the LACC. - Develop a competency-based modular curriculum framework, comprising of a core training and specialized training tracks, covering all the core topics related to the investigation and prosecution of corruption-related offences, including notably forensic auditing and asset-recovery, using a human rights-based approach, with notably a specific emphasis on integrating gender. - Develop the modules of the curriculum including the learning objectives, expected competencies, assessment methodologies, sample exercises, simulations, and practical learning activities for each module. - Identify suitable training providers and subject-matter experts at the national, regional, and international level building on existing operational capacity-building initiatives. - Develop a detailed implementation strategy for the tailored capacity-building program, including governance arrangements, management structures, and operational modalities. - Develop a monitoring, evaluation, and learning framework, detailing measurable performance indicators and benchmarks for participant progress, certification criteria, and program effectiveness. The framework should include mechanisms to identify individuals who successfully complete the program and demonstrate the skills and expertise required to support future accountability processes and institutions in Liberia. - Organize a 2-day review, validation, and adoption workshop of the tailored capacity-building program led with the LACC, and in coordination with relevant stakeholders. - Participate in in-person or remote briefings to the President, the Legislature, and the Supreme Court, and any other relevant stakeholders on the actionable recommendations for the implementation of the tailored capacity-building program. - Produce a comprehensive final report consolidating all findings, assessments, and recommendations from across the full scope of the consultancy including the modular curriculum framework, the detailed curriculum modules, the mapping of identified training providers, the implementation strategy, the monitoring, evaluation, and learning framework, as well as the recommendations from the review, validation, and adoption workshop.
