SUPERVISORY RESPONSIBILITY The incumbent has no direct supervisory responsibility but provides technical guidance, mentoring, and advisory support to Ministry staff and stakeholders in animal health, livestock production, veterinary services, and livestock development. The position supports planning, implementing, supervising, and monitoring veterinary interventions. It strengthens animal health systems and promotes quality livestock service delivery. The role offers technical guidance on disease surveillance, diagnostics, veterinary standards, and One Health initiatives. It also supports policy development, capacity building, and collaboration with government institutions, research organizations, development partners, and private sector stakeholders to improve animal health and livestock productivity. KEY RESULT AREAS • Veterinary Service Delivery • Technical guidance on livestock health and veterinary public health matters • Prevention, detection, and control of priority animal diseases. • Implementation of national livestock development strategies. • Veterinary information systems and reporting • Capacity building of veterinary professionals and animal health workers 2 MAJOR DUTIES AND RESPONSIBILITIES a. GENERAL MANAGEMENT RESPONSIBILITIES: • Provide leadership, coordination, supervision, and technical oversight for regional veterinary services, animal health interventions. • Support the Regional Agriculture Coordinator, County Teams, and veterinary personnel in planning, coordinating, and delivering effective veterinary and livestock extension services. • Coordinate with relevant Ministry departments, research institutions, development partners, private sector actors, and One Health stakeholders to strengthen animal health systems and service delivery. • Support the development and implementation of annual work plans, budgets, operational plans, and technical reports for veterinary and animal health programs. • Maintain effective relationships with livestock producers, veterinary associations, local authorities, and private-sector actors; and, • Ensure compliance with national veterinary policies, animal health standards, reporting requirements, and relevant technical guidelines. • Prepare technical reports on veterinary activities b. CORE TECHNICAL RESPONSIBILITIES: • Develop technical training materials and train veterinary officers, livestock officers, and animal health workers. • Support preparation of veterinary sector plans and strategies. • Provide guidance on veterinary diagnostic procedures, support laboratory-based disease investigations, and assist in interpretation of diagnostic findings. • Strengthen early warning systems for transboundary and emerging animal diseases. • Provide technical advice on animal health management and veterinary interventions. • Conduct veterinary assessments and provide recommendations for disease management. • Promote the One Health approach by collaborating with the Ministry of Health, Environmental Protection Agency, research institutions, development partners, and other stakeholders to strengthen zoonotic disease prevention, food safety, antimicrobial stewardship, and veterinary public health. • Develop and review veterinary protocols, guidelines, and standard operating procedures. • Provide technical inputs into livestock and animal health policies. MINIMUM QUALIFICATION REQUIRED FOR THE POSITION a. Education: Minimum of Master's degree in Veterinary Medicine, Veterinary Public Health, Animal Health, Livestock Production, or a related field. b. Prior Work Experience: Minimum of five (5) years of professional experience in animal disease diagnosis, prevention, surveillance, and control; veterinary services, and livestock production. c.
