SUPERVISORY RESPONSIBILITY The incumbent has no direct supervisory responsibility but provides technical guidance, mentoring, and advisory support to Ministry staff and stakeholders involved in cereal crop production and development. The position promotes the adoption of improved cereal crop varieties, Good Agricultural Practices (GAP), climate-smart agriculture, and sustainable production technologies to increase productivity and resilience. It strengthens agricultural extension services, seed systems, value chain development, and stakeholder partnerships while supporting farmer capacity building, crop pest and disease management, technical reporting, and evidence-based planning to enhance food security and agricultural commercialization. GENERAL MANAGEMENT RESPONSIBILITIES: • Provide leadership, coordination, supervision, and technical oversight for implementing cereal crop production programs and projects. • Support the Regional Agriculture Coordinator, County Agriculture Coordinators, and District Agriculture Officers in delivering effective and responsive Agricultural Extension and Advisory Services (AEAS) for cereal crop production and development. • Establish and maintain effective working relationships with farmer organizations, cooperatives, local authorities, private sector actors, and other stakeholders to promote sustainable cereal crop production and value chain development. • Contribute to the preparation and implementation of annual work plans, budgets, technical reports, and operational plans related to cereal crop production programs and projects. • Assist in preparing brochures, reports, speeches, and presentations for special events, as and when required. • Collaborate with research institutions, Project Implementation Units, private sector actors, development partners, and other stakeholders to strengthen cereal crop value chains, improve access to quality planting materials, agricultural inputs, technologies, financial services, and markets, and promote sustainable commercial production. • Support the preparation of technical reports, periodic progress reports, and annual performance reports in collaboration with the Monitoring, Evaluation and Learning (MEL) Specialist. b. CORE TECHNICAL RESPONSIBILITIES: • Provide technical leadership and advisory support for the planning, implementation, coordination, monitoring, and evaluation of cereal crop production programs and projects. • Plan, establish, and supervise demonstration plots, adaptive technology trials, Farmer Field Schools (FFS), and other learning platforms to validate, demonstrate, and disseminate improved cereal crop technologies and management practices. • Promote production, multiplication, dissemination, and use of quality seed and certified planting materials in collaboration with relevant institutions and seed producers. • Collect, analyze, and maintain technical and production data on cereal crops. Prepare timely technical reports, progress reports, and recommendations to support evidence-based planning and decision- making. • Collaborate with research institutions, development partners, the private sector, seed producers, and other stakeholders to strengthen cereal crop value chains and improve access to quality seed, agricultural inputs, technologies, and markets. • Support surveillance, monitoring, and management of cereal crop pests, diseases, and invasive species and promote
