Description PIH JOB DESCRIPTION ( PARTNERSHIPS AND ADVOCACY SPECIALIST ) Position Title: Partnerships and Advocacy Specialist Reports to: Director for Policy and Partnerships Department: Policy and Partnerships (P&P) Liaises with Supervises: Work Location: Monrovia , M ontserrado County Employment Type: Fixed -Term Position Overview: The Partnerships and Advocacy Specialist is a strategic role within PIH Liberia's Policy and Partnerships department. Reporting to and working in close support of the Director for Policy and Partnerships (P&P), the Specialist helps advance PIH Liberia's advocacy agenda and strategic partnerships in pursuit of strengthening Liberia's public health system. They will contribute expertise to the design and delivery of advocacy initiatives, assessing the local and global landscape, identifying windows of opportunity for high impact advocacy, and supporting the development and use of advocacy networks and coalitions that reinforce PIH Liberia's mission and the Liberian Ministry of Health's (MOH) strategic priorities. Working alongside national and international collaborators, they will help identify shared interests, activities, and strategic directions, and support the P&P Director in cultivating and stewarding relationships and coalitions on which this work depends. They will also serve as a key relationship manager with MOH and civil society partners, supporting resource mobilization across the full business development lifecycle, from prospect research and donor intelligence to the development of high quality technical proposals and concept notes, in support of both internal PIH and government led funding efforts. This position is critical for interdepartmental coordination and for mentoring PIH staff in strategic partnership development, advocacy, and coalition building. Essential Duties and Responsibilities: Key Responsibilities: Advocacy (60%) Develop and implement, in collaboration with the PIH-Liberia communications team and/or coalition partners, an advocacy strategy aligned with national health priorities and PIH's mission. Lead the prioritization of advocacy initiatives in collaboration with technical teams, donors, and advocacy groups, applying SWOT analysis and power mapping to sequence campaigns for maximum influence. Translate local insight and experiences into contributions to OnePIH advocacy campaigns, and engage in regional and global advocacy work. Lead the development and utilization of advocacy networks for the organization to achieve relevant advocacy goals. Serve as the technical resource for advocacy across PIH Liberia, advising officers and managers on integrating advocacy as a cross cutting function throughout the organization's work. Support the P&P Director in managing PIH-Liberia's strategic relationships, through speaking credibly to PIH-Liberia's impact and responsive stewardship. Build strong relationships with all stakeholders and partners through transparency, flexibility, and mutual respect, for collaboration, information sharing, joint advocacy, and funding partnerships. Coordinate donor visits and meetings with current and potential partners, working across departments to effectively present PIH's impact to external audiences. Champion best practices in donor stewardship, including responsive, proactive communication alongside formal reporting. Design advocacy results frameworks using Theory of Change and MEAL approaches, and track the uptake and impact of advocacy efforts to refine strategy over time. Mentor and build the capacity of PIH and partner staff in strategic partnership development, advocacy, and coalition building, serving as the department's subject-matter resource. Partner Engagement and Resource Mobilization (40%) Lead partner and donor mapping, maintaining a structured, continuously updated pipeline of donors and partners to guide outreach, positioning, and engagement strategy. Systematically track public sector funding priorities and bilateral and multilateral funding trends, translating donor intelligence into actionable recommendations for new business development; and lead the design of a comprehensive resource mobilization strategy, strengthening PIH Liberia's institutional readiness, internal capacity, and systems. Assess the alignment of funding opportunities (RFPs) with government priorities and PIH needs, gathering competitive intelligence on which partners are positioning to prime, and lead consortium formation and the development of capacity statements. Support the P&P Director negotiating and structuring teaming and consortium arrangements, defining prime/sub roles, partner scopes, and value propositions, to strengthen the competitiveness of joint bids. Represent PIH in government led proposals (e.g. Pandemic Fund, and Global Fund): providing program design and technical writing support to help the Government of Liberia (GoL) write winning proposals and secure additional funding, in partnership with the Policy Specialist and other relevant PIH-Liberia team members. Develop opportunity briefs, and prepare materials for Restricted Funding Forum (RFF) processes and participate in grant launches and closeout. Secure letters of support from the GoL and in country partners. Lead and manage the proposal lifecycle, including setting timelines, coordinating cross-functional team inputs, and overseeing logistics to ensure on time submissions. Draft, copy edit, and assemble final versions of high quality technical and non-technical proposals, concept notes, capacity statements, program briefs, and other external facing materials that clearly communicate PIH's vision and impact through clear and compelling narratives . Establish and maintain a structured funding pipeline and donor intelligence system, tracking opportunities, win rates, and lessons learned to inform forecasting and prioritization decisions.
