The consultant will support the Ministry of Health in conducting a life-saving, cost-effectiveness, and fiscal space analysis of the Community Health Workers (CHWs) program. This role involves designing analytical reports, conducting fiscal space analysis, and developing evidence-based policy recommendations. Do you have technical assistant experience in supporting the Ministry of Health in conducting a life-saving, cost-effective, and fiscal space analysis of the community Health Workers (CHWs) program? If so, you could be the consultant to develop our HRH Strategy for our Life Save Analysis RSSH Project BIRCH Project under the Global Funds. The main objective of this technical assistance is to support the Ministry of Health in conducting a life‑saving, cost‑effectiveness, and fiscal space analysis of the Community Health Workers (CHWs) program in selected counties. T his position is open to international Consultants. Consultants should have the appropriate authorization(LMH will not sponsor work authorization for the successful Consultant) to work in their place of residence and Liberia as portions of the consultancy will be done remotely. Project Description The main objective of this technical assistance is to support the Ministry of Health in conducting a life‑saving, cost‑effectiveness, and fiscal space analysis of the Community Health Workers (CHWs) program in selected counties. This analysis will utilize a scenario-based model, incorporating cost and fiscal space considerations, to estimate the projected number of lives that may be saved in Liberia between 2025 and 2030 in alignment with the MOH Strategy. The work is designed to directly link mortality reduction with the value of investment in the health workforce. Furthermore, it will identify high-impact, evidence-based interventions where workforce planning, training, and deployment generate the greatest health gains per dollar spent. In addition, the study will develop alternative financing and coverage scenarios. These will be used to demonstrate the cost-effectiveness, budgetary implications, and fiscal space required for scaling selected interventions. Consultancy Details Project Duration: 45 days Estimated Fees Amount: 22,500 Anticipated start date: August 17, 2026 Location: Liberia Scope of Work The consultant will be expected to undertake and be responsible for the following tasks: No Deliverable / Service Descriptionrable / Service Description Deadline 1 Design and deliver a comprehensive live save analytical report Estimating projected lives saved between 2027-2030 for six select counties. This will involve quantifying the mortality impact of community health worker (CHW) interventions, linking reductions in maternal, child, and infectious disease deaths to the value of sustained workforce investments. September 14, 2026 2 Conduct a fiscal space analysis and produce a final technical report. Undertaking fiscal space analysis to establish available fiscal space for community health programs. September 21, 2026 3 Develop scenario modeling based on fiscal space analysis and generate a set of evidence-based policy recommendations supported by policy briefs to LMH, Global Fund, LCM, AFF, MOH and partners. Developing financing and coverage scenarios. This will include producing policy briefs that demonstrate the budgetary implications of scaling selected interventions, assessing their impact on fiscal space, and strengthening the case for sustainable financing of community health programs. Minimum 5 years of experience in health policy, health economics and health financing Proven experience in conducting economic evaluation and live save analysis Progressive professional experience related to optimization in health care and design of health systems Familiarity with Liberia's health system.
