PUBLIC SERVICE ANNOUNCEMENT LIBERIA WOMEN EMPOWERMENT PROJECT 24 June, 2025 The Ministry of Gender, Children, and Social Protection of Liberia, through Plan International Liberia (Lead Service Provider), and its consortium organizations including Catholic Relief Services and ActionAid Liberia, announces the commencement of Community Based Agents recruitment for its 99 Project Communities of Rural Montserrado County. This service is conducted by the Catholic Relief Services in Liberia. The recruitment will commence on the 25th of June 2025 and end on the 4th of July 2025 at 4:00pm. Suitable candidates are advised to send their CV and cover letter the following locations in rural Montserrado. • Careysburg District: King's Farm Community at the town's chief house & A.G.C Quater (15 Gate) at the town's chief house. • Todee District: Neyhn Town at the town chief's house & Goba Town at the town's chief house. • ST. Paul River District: Gobah Town at the town's chief house. The following, are the requirements, roles and responsibilities of a Community Based Agent; Basic Qualifications: • Minimum of High School diploma or equivalent • At least 3 years' work experience as a community-based facilitator, lead farmer or experience in conducting similar engagement with community development initiatives or supporting smallholder farmers. • Experience in conducting participatory training for smallholder farmer groups or famers-based organizations using farmer field school approach. • Familiarity with the target area and excellent knowledge of the local culture and context, and willingness to spend most of the time with the target project communities. • Effective mobilization, communication, networking, and facilitation skills, and proven ability to work with community and local-level stakeholders from diverse backgrounds, including vulnerable groups. • Cultural sensitivity and knowledgeable of women empowerment challenges and effective strategies on livelihood empowerment. • Able to communicate effectively and write legibly [in a clear and concise manner]. • Experience with a local or international NGO is a plus. Key Roles and Responsibilities The Community Based Agent (CBA) shall perform the following duties and responsibilities: ▪ Participate in community mobilization and citizen engagement activities for livelihood activities in assigned communities, ensuring active participation of all target groups. ▪ Participate in needs assessment, and identification of potential livelihood opportunities, ensuring interventions are tailored to specific local contexts. ▪ Support the capacity strengthening of targeted beneficiaries within the project communities, especially self-initiative to ensure ownership and sustainability. ▪ Support in facilitating community sessions and all training activities throughout the life of the project. ▪ Support the provision of training and skills development, specifically in areas such as financial literacy skills, business management, and sustainable agriculture practices; empowering individuals and groups to improve their livelihoods. ▪ Support project beneficiaries (grantees) to access livelihood grants to expand existing enterprises or start new business enterprises for income generation. ▪ Actively facilitate group formation, encourage collective action, and mobilize participation in all livelihood-related activities, ensuring ownership and sustainability. ▪ Effectively support disseminating vital information on market linkages, price trends, best agricultural practices, and other livelihood-related programs to project beneficiaries and community members. ▪ Participate in day-to-day monitoring and implementation of project activities at the community level, including tracking progress and providing feedback to ensure interventions are effective and address community needs. ▪ Support in mediating disputes, promoting social harmony, and fostering community unity, vital for sustainable development. ▪ Perform other duties as may be required Females candidates are highly encourage to apply For more information on the recruitment, call: 0776405377/ 0880358702/ 0775248512 The following communities and districts will be participating in this recruitment; Careysburg District Gbokolleh Town, Kollieman Town #1, Levi C.Willians Farm, Kai Town, King'S Farm Community, Chinese Field, Coke Town, James Daniel, Joe Ricks Raymond Camp Mt.
