Box 10-1375 1000 Monrovia 10, Liberia, West Africa Cell #: 0770506403/ 0888895101 PROCUREMENT DEPARTMENT REQUEST FOR EXPRESSIONS OF INTEREST FOR THE PROVISION OF CONSULTING SERVICES PROCUREMENT REFERENCE NO: MOGCSP/SGBV/UNICEF/CONS/01/25 ASSIGNMENT TITLE: LIBERIA SPOTLIGHT INITIATIVE 2.0 NATIONAL COORDINATION SPECIALIST In 2018, the Government of Liberia, the European Union and the United Nations launched a global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) known as the EU/UN Spotlight Initiative. The Spotlight Initiative placed all forms of VAWG at the center of efforts to achieve gender equality and women's empowerment in line with the 2030 Agenda for Sustainable Development. Between 2018 and 2023, important advancements have been made in addressing violence against women and girls in Liberia. Key amongst these advancement and achievements was the innovative strategy and mechanisms working with Civil Society and Women's Movement groups which strengthened synergies and dove tailed efforts to eliminate violence against women and girls, including capacity building initiatives and provision of small grants for interventions with marginalized and vulnerable groups. Based on these achievements and the need for sustainability, the European Union and the United Nations , building on the past initiatives implemented and the lessons learned during the programme implementation, the European Union (EU) agreed to further invest in programmes in Liberia that improves the rights and opportunities of women and girls around the world through the prevention and response of all forms of violence against women and girls. Spotlight Initiative supports comprehensive, whole of society and inclusive approaches that enable women and girls to live lives free from the debilitating experience or efforts of harmful practices and various forms of violence. In March 2025, the Government of Liberia and the European Union signed a funding agreement to support the second Liberia Spotlight Initiative (LSI 2.0) for the period 2025 - 2028. The programme will be implemented by three (3) United Nations Agencies known as the Recipient United Nations Organizations (RUNOs). The Action will focus on supporting the prevention and response to SGBV and harmful practices including the promotion of sexual reproductive and health rights (SRHRs). The key interventions of the Action are aimed at addressing the increased cases of Sexual and Gender Based Violence (SGBV) and Harmful Practices of Liberia. In the Liberia Spotlight Initiative 2.0, the number of outcome areas to achieve the goal of EVAWG are consolidated into four: • Legislation, policies and data • Prevention • Responsive services and • CSOs and the Women's Movement As the lead agency for the implementation of LSI 2.0, the Ministry of Gender, Children and Social Protection (MGCSP) with the technical support of the UN Resident Coordinator's Office in Liberia are seeking to engage with a broad range of institutions and stakeholders during the implementation of the programme for more effective coordination in bringing the LSI 2.0 goals to fruition. For this purpose, the MGCSP has identified the need for capacity improvement through the placement of a National Programme Coordinator to support the implementation of the Liberia Spotlight Initiative. The staff will serve as the national focal point for the programme and shall be based in the Ministry. REQUIRED COMPETENCIES: EDUCATION AND EXPERIENCE A minimum of a Bachelor's degree in Gender Studies or Social Work and/or social and project management-related disciplines. • A minimum of 5 years of practical experience in the field of gender equality and gender mainstreaming. • Thorough understanding of the gender context in Liberia and experience working with government institutions and international or non-governmental organizations and civil society organizations supporting gender and development. • Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programmes. • Familiarity with gender analysis tools and methodologies in the four specific Spotlight outcome areas of intervention. • Strong communication skills, and ability to liaise with various stakeholders, including government and non-government representatives. • Fluency in written and spoken English. DUTIES AND RESPONSIBILITIES Under the supervision of the Deputy Minister for Gender, Children and Social Protection, the Liberia Spotlight Initiative National Programme Coordinator will undertake the following tasks: Work in close collaboration with the Spotlight 2.0 Coordinator in the coordination of national and sub-national institutions to ensure compliance with the European Union (EU) timelines, requirements, guidelines and quality standards for the programme. In close consultation with the Spotlight Coordinator and RUNOs Focal Points, coordinate with national partners and other stakeholders in all aspects relateed to the implementation of the program; Provide relevant support to Spotlight 2.0 Coordinator and RUNOs during the implemmentation of programme activities in the approved Spotlight 2.0 couunties.
