Background The MinistryofGender,ChildrenandSocial Protection(MoGCSP)ofLiberia is mandatedtopromote andprotect the rights andwelfare ofall children,especiallythe most vulnerable,includingthose affectedbyabuse,neglect,exploitation,andtrauma.As part ofongoingnational efforts tostrengthenchildprotectionandsocial welfare systems, the Ministryis seekingtoengage the services ofa qualified Child Protection and Social Services Consultant fora periodoftwelve (12)months. This consultancyis designedtoprovide high-level technical expertise andleadershipto support the design,coordination,andimplementationofrobust childprotection interventions,policyframeworks,andsocial service deliverymechanisms alignedwith national priorities andinternational best practices. 2. Objectives of the Consultancy The overall objective ofthis consultancyis tostrengthenLiberia's childprotectionand social welfare systems throughstrategic technical support tothe Ministry's.Specific objectives include: Providingexpert leadershipindesigningandimplementingchildprotection programs andpolicies. Reviewingandrevisingexistingchildprotectionguidelines andStandard OperatingProcedures (SOPs). Buildingthe capacityofsocial service professionals intrauma-informedcare and case management. Enhancingcoordinationmechanisms amongsectors,particularlyinmental health andpsychosocial support (MHPSS). Strengtheningcommunity-basedchildprotectionandreferral systems. Scope of Work The Consultant will workunderthe direct supervisionofthe DeputyMinisterfor ChildrenandSocial Protection,incollaborationwithrelevant technical departments.Key responsibilities include: Leadthe review anddevelopment ofchildprotectionandsocial service frameworks. Support the implementationandmonitoringofchildprotectioninterventions (e.g. Street ChildProject). Facilitate trainingandmentoringprograms forsocial workers andchildprotection officers. Provide technical guidance onimprovingcase management,reintegration strategies,andreferral pathways. Developreports,success stories,andpolicydocuments tosupport stakeholder advocacyandresource mobilization. Engage ininter-sectoral coordination,includingparticipationinrelevant technical workinggroups. 4. Duration of the Assignment The consultancywill be fora periodof twelve (12)months,commencingfrom the date ofsigningofthe contract,withthe possibilityofrenewal basedonperformance and availabilityoffunds. 5. Required Qualifications and Experience The ideal Consultant shouldpossess the following: Advanceddegree inSocial Work,ChildProtection,Social Sciences,ora related field. Minimum of7years ofrelevant professional experience inchildprotectionand social service system strengthening. Demonstratedexpertise intrauma-informedcare,case management,and community-basedchildprotection. Provenexperience indevelopingandreviewingchildprotectionpolicies and SOPs. Experience workingwithgovernment institutions,NGOs,andinternational partners inLiberia orsimilarcontexts.
