REPUBLICOFLIBERIA MINISTRYOFGENDER, CHILDREN,AND SOCIALPROTECTION Ministerial Complex, CongoTown 1000Monrovia10,Liberia,WestAfrica TERMSOFREFERENCE (TOR) ConsultingServices forthe Design,Development, andInstitutionalization of a Monitoring, Evaluation,Accountability,Learning, andKnowledgeManagement (MEALKM) SystemfortheMinistry of Gender,Children andSocial Protection (MGCSP) 1.BackgroundandContext The Government of Liberia (GoL), through the Ministry of Gender, Children and Social Protection (MGCSP), is mandated to lead national efforts in promoting gender equality, women's empowerment, child protection, and social protection across all fifteen (15) counties of Liberia. In line with Liberia's Vision 2030, the ARREST Agenda for Inclusive Development (AAID), and sector-specific policies, the Ministry is required to generate timely, credible, and sex-disaggregated data to inform policy formulation, program implementation, accountability, andlearning. With support from the World Bank through the Liberia Women Empowerment Project (LWEP), MGCSP has recently completed a comprehensive Capacity Needs Assessment (CNA) and a corresponding Capacity Building Plan (CBP). These documents identified significant gaps in the Ministry's Monitoring, Evaluation, Accountability, Learning, and Knowledge Management (MEALKM) systems, including fragmented data collection, limited digital infrastructure, weak datausefordecision-making,andinsufficientstaffcapacityinM&Eanddatamanagement. Based on these findings, MGCSP intends to engage a qualified firm to design, develop, and institutionalize a comprehensive, user-friendly, and sustainable MEALKM framework, standardizedtools, operational guidelines, and capacity strengtheningpackage, excluding MIS development. The assignment will not include a new capacity assessment or capacity building plan development, as these have already been completed. Instead, the selected firm will use theexistingCNAandCBPtoinformsystemdesignanddirectlyaddressidentifiedcapacitygaps. 2.ObjectivesoftheAssignment 2.1OverallObjective Theoverallobjectiveofthisassignmentistodesign,develop,andoperationalizeaministry- wide,digital,andsustainableMEALKMsystemforMGCSPthatstrengthensresults-based management,accountability,learning,andevidence-baseddecision-makingatbothcentraland countylevelsandprovidetrainingfortheM&EStaffattheMinistry. Note: This assignment does not include the development of a standalone Management Information System (MIS). The focus is on the development of MEALKM tools, dashboards, and semi-digital solutions implemented using existing licensed software platforms where applicable (e.g., Microsoft Excel, PowerPoint, SharePoint/OneDrive), to ensure interoperability and low-cost scalability. 2.2SpecificObjectives Thespecificobjectivesoftheassignmentareto: 1. Designanddeployauser-friendlydigitalMEALKMsystemalignedwithnationalsystems andWorldBankstandards,ensuringinteroperabilitywithexistingMinistrysystemsand futureMISintegration. 2. StandardizeM&Etools,indicators,templates,andreportingprocessesacrossMGCSP departmentsandcountyoffices. 3. StrengthenM&E,datamanagement,andknowledgemanagementcapacityofMGCSP staffthroughstructuredtrainingandcertificationprograms. 4. Institutionalizeaccountability,learning,andknowledge-sharingmechanisms,including CommunitiesofPracticeonsex-disaggregateddata. 5. Test,refine,andoperationalizetheMEALKMsystem,includingrevisionoftoolsand templatesbasedonuserfeedback. 6. Develop,print,anddisseminateanM&EManualandaMEALKMStrategytoguide implementationandsustainability. 3.ScopeofWork Thefirmshallundertaketheassignmentinthefollowinginterrelatedphases: Milestone1:Inception Thefirmshall: ConductaninceptionmeetingwithMGCSPseniormanagement,thePMU,andtechnical staff. Reviewexistingdocuments,includingtheCapacityNeedsAssessment,CapacityBuilding Plan,draftTOR,nationalpolicies,andrelevantreportingframeworks. Developadetailedinceptionreportoutliningmethodology,workplan,trainingstrategy andplan,timelines,teamroles,andcoordinationarrangements. Deliverable1:InceptionReport Milestone2:DevelopmentofMEALKMStrategyandFramework Thefirmshall: DevelopacomprehensiveMEALKMStrategyalignedwithCNAfindings,CBPpriorities, nationaldevelopmentframeworks,andWorldBankrequirements. DevelopastandardizedMEALKMframework,includingresultschains,indicators,and sex-,age-,andlocation-disaggregateddatarequirements. TheMGCSP,togetherwiththePMU-LWEP,willprovidetheconsultingfirmwiththe relevantandapprovedM&EindicatorsforincorporationintotheMEALKMframework andtools.Theconsultingfirmshallprimarily operationalizetheseapprovedindicators toensuretheiralignmentwithresults-basedmanagementprinciples. Wherenecessary, theconsultingfirmmayproposeminortechnicalrefinements toimproveclarity, measurabilityandalignmentwithSMARTprinciples.Allproposedrefinementsshallbe subjecttovalidationandapprovalbyMGCSPandPMU-LWEP. TheconsultingfirmshalldevelopstandardizedIndicatorReferenceSheets(IRS)forall relevantindicators.EachIRSshallinclude,atminimum: Clearindicatordefinition o Unitofmeasurement(e.g.,percentage,number,index) o Datasource(survey,administrativedata,reports,etc.) o Methodofcalculation/formula o Frequencyofdatacollectionandreporting o Disaggregationrequirements(sex,age,location) o Definitionoftargetpopulationanddenominator o ValidatetheMEALKMStrategyandtoolsthroughstakeholderconsultations.
