Republic of Liberia MINISTRY OF GENDER, CHILDREN AND SOCIAL PROTECTION EJSMinisterialComplex,CongoTown 1000Monrovia10,Liberia,WestAfrica Terms of Reference (ToR) PositionTitle:InformationManagementOfficer(NationalConsultant) PROCUREMENTREFERENCENO: MOGCSP/GBV/UNICEF/06/26 Location:MinistryofGender,ChildrenandSocialProtection(MGCSP),Monrovia,Liberia Duration:12Months-FullTime April-28-2026 Reportsto:TheOfficeoftheMinisterofGender,Children,andSocialProtection 1.Background TheGovernmentofLiberia,throughtheMinistryofGender,Children,andSocialProtection (MGCSP),isimplementingtheARRESTAgendaforInclusiveDevelopment(AAID) 2025-2029,whichoutlinesthecountry'scommitmenttoachievingsustainable,inclusive, andequitablegrowth.Withinthisframework,theMinistryplaysacentralroleinadvancing socialprotection,genderequality,andchildprotectionoutcomes,whilestrengthening systemsthatsupportvulnerablepopulationsacrossLiberia.AspartoftheAAID implementationframework,theMinistryisresponsiblefordeliveringonTargets47-50, whichfocusonstrengtheningsocialprotectionsystems,improvingservicedeliveryfor womenandchildren,andenhancingaccountabilityandcoordinationwithinthesector. 2. Purpose of the Assignment UnderthedirectsupervisionoftheMinisterofGender,ChildrenandSocialProtection,the Consultantwillprovidetechnicalsupporttostrengtheninformationmanagement,data coordination,andreportingsystemswithintheSocialDevelopmentSector. 3. Key Responsibilities Supportthedevelopmentanddisseminationofstandardizedreportingtoolsfor SocialDevelopmentSectorpartners. Strengthensystemsfordatacollection,collation,analysis,andreportingacross sectorstakeholders. Facilitateplanningmeetings,consultations,andtechnicalsessionswithgovernment institutionsanddevelopmentpartners. Compileandanalyzequalitativeandquantitativereportssubmittedbypartners acrossthesector. Producesectorperformancereports,dashboards,anddataanalysisbriefsto supportdecision-making. DevelopconcisedatafactsheetsfortheMinistertoinformstrategicplanningand policydiscussions. Provideon-the-jobcoachingandtechnicalguidancetoMinistrystaffresponsiblefor reportinganddatamanagement. 4.Deliverables AstandardizedreportingtooldevelopedanddisseminatedtoSocialDevelopment Sectorpartners. Asectorcoordinationandplanningmeetingreportoutliningimprovementsindata collectionandreportingprocesses. Quarterlycoordinationmeetingswithdevelopmentpartnersorganizedand documented. QuarterlySectorPerformanceReportsproduced,includingdashboardsanddata analysis. Consolidatedpartnerreportingsummarieshighlightingsectorachievements, coverage,andexistinggaps. Quarterlytwo-pagedatafactsheetspreparedfortheMinisteronkeysector indicators. Afinalconsultancyreportsummarizingachievements,lessonslearned,and recommendations. 5.Required Qualifications and Experience Education: AdvancedUniversityDegreeinInformationTechnology,ComputerScience, Statistics,orarelatedfield. WorkExperience: Minimumtwo(2)yearsofrelevantexperienceindatamanagement,information systems,monitoringandevaluation,orstatisticalanalysis. CompetenciesandSkills: Stronganalyticalanddatamanagementskills. Excellentwrittenandverbalcommunicationskills. Abilitytoworkcollaborativelywithgovernmentinstitutionsanddevelopment partners. Willingnesstotravelandworkinfieldenvironmentswhenrequired. CandidatemustbeaLiberiannational. 6.Reporting TheConsultantwillreportdirectlytotheMinisterofGender,ChildrenandSocialProtection andwillworkcloselywithrelevanttechnicalunitswithintheMinistry'sandsector partners.
